  • The Comprehensive Drug Abuse Prevention and Control Act of 1970 was signed into law- which included the Controlled Substances Act. The new law reduced the federal charges for most narcotics possession or use from felonies to misdemeanors but increased the federal criminal penalties for selling illegal narcotics.
  • General Cesar Rohon Sandoval the commander of the Ecuadorian Air Force was kidnapped while being chauffeured through Quito while returning from a reception at the Paraguayan Embassy. General Rohon was abandoned the next day by his captors in a mountainous jungle area- the general spent the next four days hiking before reaching a highway.
