- The U.S. Supreme Court handed out a spanking to the U.S. House of Representatives when it handed down a 7 to 1 verdict that the House of Representatives had acted improperty in not allowing Adam Clayton Powell to take his seat in Congress after the 1966 elections. Powell had been elected again in 1968 but they voted not to restore Powell’s seniority- Powell was a 24 year veteran of the House- instead he was treated like a freshman who was coming into Congress. The U.S. Supreme Court ruled that the House was wrong- that since Powell ‘was duly elected by the voters.. and was not ineligible to serve under any provision of the Constitution, the House was without power to exclude him from its membership.” The House had excluded him because of allegations of corruption.
