On this day in 1881 Chester Arthur was inaugurated as the 21st POTUS with the death of President James Garfield. Arthur was a New York machine politician who when became president shocked his old handlers by going against them and embraced civil service reform.  Chet Arthur’s birthday is coming up in a couple weeks, I will be posting a “10 Notes On Chester Alan Arthur at that time.
